What is the City Plan?

 

The City Plan is required by the State of South Carolina. It is developed by the Planning Commission and adopted by City Council. The Plan is revised every ten years and updated every five years. The Century V Plan was completed in 2010.

The City Plan will guide the growth of areas within the City of Charleston – not the wider region or neighboring jurisdictions outside of the Urban Growth Boundary.

resilience & equity Framework

The following core beliefs shape the Resilience and Equity framework applied throughout the Charleston City Plan.

  1. An agenda to build resiliency of a community must begin with achieving equity through a racial equity lens; and all strategies for resiliency should prioritize addressing existing disparities and protecting vulnerable communities from any unintended negative impacts of new policies or investments.

  2. There are existing disparities that deny certain communities equal access to opportunities and healthy environments; and increase their vulnerability to disasters and climate-related displacement.

  3. Communities are inherently stronger and more resilient when we can meet the unmet needs of all community members.

City Plan activities took place in three distinct phases:

01 Defining Existing Conditions & Establishing A Shared Vision. This phase is about learning and understanding how our city has changed, how it will continue to change, and dreaming big about how we’d like to shape that change in the next 10 years. Engagement activities included a series of listening sessions, issue-specific labs, community-led meetings and a community survey.

02 Applying Recommendations. In this phase, we draft a plan that responds to the challenges and opportunities we have defined as a community, and that reflects our shared vision. Engagement activities focus on refining recommendations and strategies to make sure we’re on the right path.

03 Finalizing the Plan. In the final phase of the process, we review the draft plan, make final revisions and adopt the plan. Engagement activities focus on gathering final feedback and soliciting public comment during public hearings.

How does the city Plan affect existing plans and studies?

The plan weaves the research and recommendations from a host of recent plans and studies with the expertise of our community and rigorous research and analysis to create one unified vision for the future of Charleston.  

The Charleston City Plan builds on the previous iteration, the Century V Plan, and other adopted plans including: the Citywide Transportation Plan, People Pedal Plan, ReThink Folly Road, Dupont Wapoo Community Plan, Johns Island Community Greenways Plan, Johns Island Community Plan, and selections of Plan West Ashley. Findings and strategies from studies such as Dutch Dialogues, Housing for a Fair Charleston, and Sea Level Strategy, in addition to regional plans, will also be integrated into the City Plan.
